A cover is formed by first laminating a gel coat layer over an outer covering member mold which forms the outer covering member. Then, an FRP layer containing resin and fiberglass is laminated on the gel coat layer and hardened. Meanwhile, a gel coat layer is laminated on the inner covering member mold which forms the inner covering member and an FRP layer containing resin and fiberglass is laminated on the gel coat layer. While the surface of this FRP layer is still wet, this FRP layer and the FRP layer of the outer covering member are superposed on another for adhesion and hardening. Then, the inner covering member and the outer covering member are separated from the inner covering member mold and the outer covering member mold, respectively, to form the cover.
