The storage box 8 is provided with a storage box lock 6, a storage box lock sensor 9, and a lock device 11 for locking the storage box lock 6. A case 7 is provided with a door sensor 10, a case lock 4, and a case lock sensor 5. Sensor signals are inputted into a determining device 3 respectively from the storage box lock sensor 9, the case lock sensor 5, and the door sensor 10, and lock signals for controlling the lock device 11 are outputted from the determining device 3. A state indicator 1 is provided with an alarm lamp 13 and a lock OK lamp 14, and controlled by the determining device 3. When the alarm lamp 13 is lit, abnormality information is informed to a security company through a communication means 12.
