To provide a congestion state management device, a congestion state management system, a congestion state management method and a program which can improve accuracy to calculate a congestion state.SOLUTION: A congestion state management device 10 comprises: an image acquisition part 11 to acquire an image obtained by imaging the inside of a vehicle; a body weight calculation part 12 to calculate weights of passengers riding in the vehicle based on the acquired image; a congestion state calculation part 13 to calculate a congestion state of the vehicle based on the calculated weights of the passengers; and a congestion state correction part 14 to correct the calculated congestion state based on changes of the acquired image.SELECTED DRAWING: Figure 1
