To provide a crushing polishing apparatus which enables the polishing of the surface of fine particles of grain sizes of ≤10 mm, e.g. earth and sand, to open a road to reuse of the particles and a treating method of e.g. contaminated soil using the apparatus.

In the apparatus, blades 6B of the rotor liner 6 attached in two or more rows on the outer periphery of a rotor 2 within a rotary drum 1 are formed so as to be higher than the other blades 6A, at intervals of one or more rows, and blades 5A of the shell liner 5 attached on the inner periphery of the drum 1 and corresponding to the higher blades 6B are formed so as to be lower than the other blades 5B of the shell liner 5. Clearances Z1 to Z4 between the rotor and shell liners in the region where a raw material of particle sizes of ≤10 mm is ground and rubbed are formed in zig-zag from the inlet toward the outlet.
