A service plug device 50 as a manual breaking unit, arranged in series together with a relay between a fuel cell and a load, is structured of a case 52, a service plug 70, a rotating lock plate 58, and a limiting switch 64. The rotating lock plate 58 is endowed with a deterrence posture pressing down a head part 74 of the service plug 70 and an allowance posture not inhibiting an operation of the service plug 70. The limiting switch 64 detects that the rotating lock plate 58 moves from the deterrence posture to have a breaking signal directing current interruption outputted to the relay.
