To emit electrons in a straight line from a needle electrode generated by corona discharge, and distantly deliver generated ionic wind.
A tip side of the needle electrode 6 is formed in a steeply thinned shape, and generating portions of electrons are concentrated in a tip of the needle electrode 6. A conductive and non-adhesive fluorine coating is applied to a surface of an induction electrode 7. Since the induction electrode 7 is hardly soiled, and the corona discharge is stably generated, a great deal of electrons is generated by the corona discharge, and they are emitted in a straight line from the tip of the needle electrode 6. The electrons adhere to dust and molecules in peripheries of the electrodes 6 and 7, ionic wind is generated, and the ionic wind reaches the place far away by subsequent electrons and ions.
