To provide a curtain hanging device and a curtain hanger by which a curtain is usable both as a flat curtain and as a pleated curtain.

The curtain hanging device 1 has an elongated tape 2 sewn to the upper edge part of the curtain 21 and a plurality of hangers 3 made of an elastic synthetic resin and secured to the tape. The tape 2 has a tape base body 2a and overlap pieces 2b. The body 4 of the hanger 3 has a main rod 4a, lower inserting rod 4b, and upper inserting rod 4c. A pair of inserting rods 4b, 4c are arranged in a lateral direction at a predetermined interval. The curtain 21 is folded and bent between the right and left inserting rods 4c, 4b to form pleats 21a by inserting lower inserting rods 4b and the upper inserting rods 4c between the optional overlap pieces 2b and the tape base body 2a of the tape 2, respectively.
