To provide a packaged body using a cushioning material which has strength and shape-stability, is made of a paper and excellent in easily disposing properties, is excellent in production efficiency, and does not require building up.

This cushioning material is used for this packaged body which is packaged in such a manner that the cushioning material is fitted on an article to be packaged, and in addition, the article to be packaged is housed in a packaging box. The cushioning material is obtained by press-molding a base material paper which satisfies the following four conditions (1) to (4). (1) The tensile strength (JIS-P8113) is 2.0 kN/m or higher. (2) The breaking elongation (JIS-P8113) is 1.5% or higher. (3) The critical compressive stress which is defined by the following formulation is in a range of 1 to 10 MPa. The critical compressive stress=A/B. In this case, A represents a compressive strength by JIS-P8126, and B represents the load section area of a specimen at the time of a compressive strength measurement respectively. (4) The compressive deformation amount when a compressive stress of 20 kgf/cm2 is applied in the thickness direction is 10% or more.
