To provide a cut cutter for removing an accumulated material which excludes the accumulated material inside a drain pipe inserted into a boring hole for drainage and assists drainage for the purpose of prevention of landslide in a disaster area and disaster prevention area, and a method of inserting the drain pipe.

The cut cutter for removing the accumulated material includes a cutter 2 on one end of a cut tube 1 and a cut tube nut 3 to other end. A connection bolt 4 is fixed to one end of an operation hose 5 and the connection bolt 4 is screwed into the cut tube nut 3 to connect. Furthermore, a push rod 8 is slidably disposed on the cut tube nut 3 side inside of the cut tube 1. The method of inserting the drain pipe uses the drain pipe with horizontal holes in stratum with water vein and inserts the drain pipe with no horizontal holes in stratum with no water vein.
