A valve disc made of hard material having at least one through- hole and a flat seat surface is held in a housing, so as not to be capable of rotating, and another valve disc similarly made of hard material having at least one through-hole with flat sealing surface is kept in close contact with the upper surface of the former valve disc, so as to be rotatable coaxially with a center axis. Also, the through-holes of the discs are positioned outside the center thereof. Regarding a cutoff and control valve so formed, an indentation 5 recessed from a sealing surface 20 is formed on one of valve discs 2, so as to be eccentric for a center axis 4. The indentation 5 is subjected to a load from a flowing medium at least at a valve close position, and the center part of the valve disc 2 is wetted, due to the flowing medium at the time of valve operation.
