PURPOSE: To prevent a foundation plate from damage and crack initiation, enhance its durability, and not to produce burrs or sags on the cutting surface by providing the foundation plate with a groove having a section similar to the section of a cutting edge, and filling this groove with resin.

CONSTITUTION: A card base-material 3 is placed on a foundation plate 4 and cut by a cutting edge 1. At this time, this foundation plate 4 is equipped with a groove 5 having a section similar to the section of the cutting edge, and this groove 5 lessens elastic deformation of the card base-material 3 at the time of cutting. Further this groove 5 is filled with polyurethane rubber 2a with a hardness of 70-80 degrees, and its appropriate elastic deformation absorbs biting-in of the cutting edge at the time of cutting to lessen further the elastic deformation of the card base-material 3, and the cutting surface is prevented from production of sags and burrs.
