This cutter has a cutting blade 23 for cutting by biting in the cylindrical barrel body 31 of a drum vessel, a driving gear 15 arranged at a predetermined interval inside the barrel body 31, and a driven gear part positioned outside the barrel body 31 and having a pair of driven gears 25 for sandwiching the barrel body 31 between the driven gears and the driving gear. The driven gears 25 are separately arranged by two pieces in the peripheral direction to the driving gear 15 when viewed from the direction orthogonal to the longitudinal direction of a driving shaft 13, and the cutting blade 23 is positioned between the two driven gears 25 and 25. Inside rollers 14 and 14 are arranged on both sides in the peripheral direction of the driving gear 15. Outside rollers 26 and 26 are arranged on both sides in the peripheral direction of the cutting blade 23. The barrel body is cut while relatively rotating to the cutting blade 23.
