To provide a cutter capable of raising rigidity of a substrate without degrading toghness, and preventing fatigue cracking without increasing the thickness of the substrate, and a manufacturing method thereof.
The substrate 10 of a cutter 1 is provided with six band-like hard parts 12, deflecting in arc, on its surface 10A. The hard parts 12 extend from the positions near a fitting hole 10a to the positions near an outer periphery 10B, at a predetermined same angle against the radial direction of the substrate 10. The hard parts 12 are arranged in the positional relationship of point symmetry with the center of the substrate 10 as a reference point. The hard part 12 is made from the same material as that of a base part 11, and is formed by partially pressurizing a part of a near-disc part, to be the substrate 10, for causing local plastic deformation.
