PURPOSE: To provide a cutter which keeps a constant cutting performance without being influenced by the frequency of use, has excellent use resistance, and can surely cut a packing band regardless of the kind of the packing band, and also cut the packing band without damaging a baggage at cutting.

CONSTITUTION: The band cutter BC 1 has a body 10 having a grip part and a substantially channel-like, head part 20, which are integrally formed, and a blade body part 30 arranged on the inner circumferential surface of the head pat-t 20. The blade body part 30 has a first blade body 31 on a first frame 21 and a second blade body 32 on a second frame 22, and both the blade bodies 31, 32 are arranged so that the respective cutter parts 31a, 32a form a V-shape. Thus, a band which is not sufficiently cut by the second blade body 32, is surely cut by the first blade body 31, and the interruption of the cutting work resulted from a failure of cutting the band is avoided.
