To provide a cutting device capable of reducing generation of powder dusts, e.g. powders of active substances and metals, in cutting an electrode sheet and a winding apparatus provided with the cutting device.

A cutting device 82 comprises a wire cutter 90 cutting electrode sheets 5 and 6, a lower holding member 91 holding the electrode sheets 5 and 6 in the lower side of the electrode sheets 5 and 6 in cutting the sheets and an upper holding member 92 holding the electrode sheets 5 and 6 in the upper side of the electron sheets 5 and 6 in cutting the electrode sheets. The fire cutter 90 has a supporting member 90a formed in an U-shaped bent form and a cutting wire 90b stretched between both ends of the supporting member 90a in a tense state. The electrode sheets 5 and 6 are passed through slits 91a and 91b of the holding members 91 and 92, respectively, and cut by the wire 90b for cutting.
