To provide a device with the simple structure without causing the fall of a raw material in a shearing process and without generating burning and burr of the raw material to be cut by setting an area of a stopper, which contacts on the tip of the raw material to be cut, in a moving range of a movable cutting blade till the conclusion of the shearing.
At the time of cutting a raw material, of which cutting length is shorter than the diameter thereof, a stopper 1 for regulating the cutting length is provided opposite to the tip of a raw material W to be cut. The raw material W to be cut is held at a cutting position by a movable cutting blade 3, and the raw material W to be cut is cut from the direction crossing the feeding direction of the raw material. In this device, an area of the stopper 1, which contacts with the tip of the raw material W to be cut, is set in a moving range of a movable cutting blade 3 till the conclusion of the shearing. In other area of the stopper 1, a contact end surface 1A is formed in the condition that it does not contact with the tip of the raw material W to be cut as much as possible.
