In this tool 1, a metal cylinder 4 is provided, which, passed through a passing hole 35 in which an internal blade 36 is provided, is mounted via metal plates 3 structured pivotally in the up and down directions with a side edge part 3a on a pair of linking parts 2 each provided on top and bottom edge parts 34b (34C) on one plane 34a of a pair of scissors-shape cutting part 34. An external clad 32 is cut over the range of total circumference between the internal blade and the external circumference 4a of the metal cylinder 4. This makes it possible to cut off a part of the external clad 32 without damaging inner wires.
