The holder 1 is made of cemented carbide alloy, wherein a fitting part 4B having a taper shape is formed at an attaching hole 4, and a distal end surface 2B is perpendicular to a central line O. The cutting head 10 is also made of cemented carbide alloy, wherein an attachment part 12 having a taper shape protrudes from a rear end surface 11C perpendicular to the central line O of a cutting edge part 11. The cutting head 10 is attached to the holder 1 by screwing female and male thread parts 3E, 13 to fit the attachment part 12 to the fitting part 4B so that the distal end surface 2B and the rear end surface 11C abut against each other. An inner-outer diameter ratio d/D1 of an inner diameter d of the fitting part 4B before the fitting to an outer diameter D1 of the distal end of the holder 1 is 0.5 to 0.8. An outer diameter expansion rate (D2-D1)/D1×100 (%) defined by the difference D2-D1 between the outer diameter D2 of the distal end of the holder 1 after the fitting and the outer diameter D1 relative to the outer diameter D1 is in a range of 0.022×d/D1-0.003 (%) to 0.33×d/D1-0.06 (%).
