PURPOSE: To bring large cutting force into full play, by installing a stationary knife and a rotary knife at a tip of a base plate, attaching a link member pivotally to an eccentric position of the rotary knife as well as attaching a roller pivotally to a base of this link member, and installing a roller travel driving part in the base plate.

CONSTITUTION: The cut work directed to an orthogonal direction with the rotation direction of a rotary knife 8 is inserted into an opening 3 being formed in a jaw part 2. And, a driving part 28 being installed in a base of a base plate 1 is operated, making a cylinder 30 move in the tip direction. With this, a face body 17 is slidden in the fore direction, whereby a roller 15 also travels in the fore direction. In addition, since a link member 13 also moves in the fore direction, a fore part 13a is pushed to the fore part and the upper direction, whereby the rotary knife 8 is rotated with a shaft 9 as the center, and an interval with a stationary knife 4 dwindles away to zero, thus the cut work is sheared. With this action, deformation of the cutting surface is little, and there is no cutting noise, thus large cutting force is brought into full play.
