In a cycle specifying device, a peak detection section 24 specifies the intensity LP of a positive side peak QP, and the intensity LM of a negative side peak QM of the sound signal A. An index calculation section 32 calculates a variation index value F[n] by adding an absolute value of a difference value of an average value of intensity LP[n-2] and intensity LP[n] from intensity LP[n-1], and an absolute value of a difference value of an average value of intensity LM[n-2] and intensity LM[n] from intensity LM[n-1]. When the variation index value F[n] is smaller than a threshold TH[n], the pitch cycle Tp of the sound signal A is specified by a cycle specifying section 44 by considering a positive side peak QP[n-1] and a negative side peak QM[n-1]. When the variation index value F[n] is larger than a threshold TH[n], the pitch cycle Tp of the sound signal A is specified by a cycle specifying section by neglecting the positive side peak QP[n-1] and the negative side peak QM[n-1].
