PURPOSE: To make concentricity among a cylindrical body and end-part coupling members coupled to both ends extremely high and to prevent it from being largely deflected in the midst of rotation.
CONSTITUTION: A work W obtained by press-fitting and coupling the coupling part 2a of one side flange member 2 being none side end-part engagement member with one end of the cylindrical body 1 is manufactured. Next, the outside circumferential surface 1b of the cylindrical body 1 and the outside circumferential surface of the shaft part 2a of one flange member 2 are ground by a stepped grinding stone G. Thereafter, the vicinity of both end parts of the cylindrical body 1 is interposed, pressed and held between an upper dowel 35a and a lower dowel 34a being a holding jig and cut by the rotating inside-diameter cutting tool 52a of an inside-surface cut device. Then, an inside-diameter work hole 1c is formed. After blast processing is executed on the outside circumferential surface of the cylindrical body 1, a resin layer is formed. Thereafter, a developing sleeve Q is obtained by coupling the coupling part 4b of the other side flange member 4 in the hole 1c on the other side end of the cylindrical body 1 by heating fit after a magnet roller 3 is inserted in the cylindrical body 1.
