The first and second retaining plates 38, 39 are arranged with a prescribed interval with respect to one another, and support the outer peripheral side torsion springs 44. The pair of the clutch plates 43 are arranged with a prescribed interval with respect to one another, and support the inner peripheral side torsion springs 45. The inner peripheral ends of the retaining plates 38, 39 and the outer peripheral ends of the clutch plates 43 are slide-contacted by the elastic deformation of the torsion springs 44, 45.
