To provide a relatively compact and inexpensive damper that has an energy absorbing function and a damping function even against ground vibrations due to large and small earthquakes, needs to be neither repaired nor replaced after a large earthquake, and has resistance to an average component such as a wind load.

A damper includes a coil-like spring 2, a first connection part and a second connection part, and a massive elastic body such as rubber. The first connection part and second connection part have spring connection parts 4a, 5a having pluralities of screw-in holes 4c, 5c. One end of the spring 2 is run through the plurality of screw-in holes 4c of the spring connection part 4a of the first connection part one after another to make a screw-in connection between the spring and first connection part, and the other end of the spring is run through the plurality of screw-in holes 5c of the spring connection part 5a of the second connection part one after another to make a screw-in connection between the spring 2 and second connection part. The whole of the spring 2 and the spring connection parts are embedded in the elastic body such as rubber to form the elastic part.
