A piston 14 has a columnar shape. A piston oil chamber 36 is opened for a free passage with a first oil chamber 32 through a port 16 arranged at one end of the piston 14. A valve 22 has a cylindrical shape with a side surface 26 as a side, one end is blocked by a base surface 24 and the other end is opened by a valve opening end 30. The valve 22 is fixed to one end of the piston 14 via a spring 20 attached to the base surface 24. A valve oil chamber 38 comprising the base surface 24 of the valve 22 and the side surface 26 communicates with a second oil chamber 34, hydraulic oil filled in the second oil chamber 34 is also filled in the valve oil chamber 38. At this time, the valve 22 is in a position where the opening formed of a valve storage part 18 is blocked by the base surface 24.
