PROBLEM TO BE SOLVED: To perform data access control at the time of off-line while reflecting the state and conditions of a client.SOLUTION: A server 10 includes: a data storage unit 11 for storing data and context policy; an access propriety determination unit 12 for determining data access propriety on the basis of the context policy and context information; and a data provision unit 13 for providing a client 20 with the data and context policy determined to be accessible when a data access request and context information are received. A client 20 includes: a context information collection unit 21; an on-line data access unit 22 for transmitting the data access request and context information to the server 10 to store the provided data and context information in a data storage unit 23; and an off-line data access unit 24 for determining access propriety to the stored data on the basis of the stored context policy and context information at the time of off-line.SELECTED DRAWING: Figure 1
