To improve the efficiency for discriminating an illegal accessing person by discriminating access through any means excepting for an application program (AP) to certain data and grasping the utilizing conditions of the AP.
When any illegal action is generated in data, a user activates an illegal access discriminating device 5 and when it is desired to periodically grasp the utilizing conditions of the AP, a utilizing condition sum-up processor 6 is activated. Then, the illegal access discriminating device 5 specifies the illegal accessing person performing the access through any means excepting for the AP by comparing a data access information file 3 with a log information file 9 outputted by a log information possessing device 8 of a computer system 7. Thus, the efficiency for discriminating the illegal accessing person can be improved.
