To easily download the same program to all FPGA on a slave substrate side without being accompanied by any complicated program changing operation.
A data collection device for neutron measurement includes a plurality of slave substrates 12a to 12d equipped with FPGA 20a to 20d and a master substrate 11 equipped with an ROM 19 for download. The FPGA 20a is set in a master mode, and the other FPGA 20a to 20d are set in a slave mode. A clock is output from the FPGA 20a in the master mode to the ROM 19 for download, and the program data are set in the FPGA 20a in the master mode, and the clock to be output from the FPGA 20a and the program data output from the ROM 19 for download are input also to each FPGA 20b to 20d in the slave mode, and the program data are set.
