A wheel data control block 1 has a pre-work measuring data storage function of storing respective pre-work data with respective wheels obtained by measuring the respective wheels to constitute a unit group before cutting work, an individual cutting value determining function of individually determining a cutting value with respective wheels and a common cutting value determining function of determining a unified common cutting value from an individual cutting value group determined by the individual cutting value determining function. A wheel lathe control block 2 has a cutting control function of controlling wheel cutting of a unit group on the basis of a common cutting value, and a transmitting receiving means 19 has a common cutting value transmitting receiving function of transmitting the common cutting value to the wheel lathe control block from the wheel data control block, and while communicating in two ways, wheels of a single train are correctively cut in a unified condition without delay on the basis of input information.
