In the data delivery server device 207 including a plurality of blades 301, the plurality of blades shares data delivery information. When a new blade 800 is added into the data delivery server device, the added blade specifies a blade 203 with low load from the plurality of blades which is performing data delivery, and temporarily stops load distribution assignment to the low-load blade. The low-load blade mirrors the data delivery information to the added blade, the added blade starts load distribution assignment, and the low-load blade restarts the load distribution assignment. When load distribution is performed to a plurality of blades and/or added blades, the load distribution is performed based on load information calculated from the transfer speed and/or transfer time to a terminal device.
