A radio base station 1061 starts beacon transmission and detects entering of the mobile station matched with the entering of the mobile station loaded on a train 108 into the communicable area 1071 of the radio base station 1061 on the basis of the operation information of the train 108, also a file transmission operation is performed only while the mobile station is present inside the communicable area by using a timer, and the waste of the operation of the radio base station and channel use is not caused. Also, the radio base station checks radio wave conditions before the beacon transmission, turns a free channel to a using channel when a default channel is congested, reports the using channel to the mobile station by the default channel immediately after the mobile terminal enters the communicable area and transmits files by the using channel thereafter, and thus transmission efficiency is improved.
