In a data processing apparatus, an LDPC encoder 115 conducts encoding using an LDPC code with a code length of 16,200 bits, and any one of 6 kinds of encoding rate of 1/5, 1/3, 2/5, 4/9, 3/5, or 2/3. A check matrix H of the LDPC code includes one element of information matrix of the check matrix H disposed at every 360 columns in a column direction, in which one element of information matrix is determined by a check matrix initial value table expressing a position of one element of the information matrix corresponding to information length in response to a code length and an encoding rate by every 360 columns. The check matrix initial value table is, for example, for digital broadcasting for portable terminals. The present invention can be applicable to an LDPC encoding and an LDPC decoding.
