PURPOSE: To reduce the load on a programmer who writes an application program regarding traffic control by centralizing and controlling the data traffic control by a control program.

CONSTITUTION: A telegraphic message which is received is stored on a received telegraphic message storage device 4 temporarily and when the numbers of telegraphic messages by terminal devices exceed a preset value, a received telegraphic message takeout control means 2 requests a telegraphic message reception rejection restarting means 3 to reject the reception of a telegraphic message. An address-classified output telegraphic message storage means 6, on the other hand, stores telegraphic messages on an address-classified output telegraphic message storage device 7, monitors the number of present telegraphic messages, and informs the means 2 of a telegraphic message takeout stop by a received telegraphic message takeout stop information means 11 when telegraphic messages are congested to the permissible limit. Further, the application program 9 sends a telegraphic message takeout request to an address- classified output telegraphic message takeout means 8 to take telegraphic messages out of the device 7 and also monitors the number of congested telegraphic messages, and informs the means 2 of a received telegraphic message takeout restart by using a received telegraphic message takeout restart informing means 10 when the number of the congested telegraphic messages is less than the permissible quantity.
