To provide a signal transmission method, a user equipment, and a base station.SOLUTION: A method comprises the steps of: determining a characteristic parameter of a UE (user equipment); and according to the characteristic parameter of the UE and a preset correspondence, determining coverage enhancement technology used for transmitting a first signal, and/or determining a second signal supported by the UE to transmit, and/or determining a function of a third signal supported by the UE.
