To solve such a problem of conventional Pro-MPEG CoP#3 r2 that when a data packet is lost during transmission over an IP network interconnecting a data transmitter and a data receiver, and an FEC packet for correcting that data packet is also lost, the data packet cannot be restored resulting in packet loss.

In addition to a packetized data packet, and a primary row FEC packet and primary column FEC packet generated from the data packet, the data transmitter transmits a secondary row FEC packet and a secondary column FEC packet generated from the primary row FEC packet together. The data receiver restores the primary row FEC packet or the primary column FEC packet lost during transmission from the secondary row FEC packet or the secondary column FEC packet received.
