PURPOSE: To make the data processing speed faster, obtain flexibility in function changes of the system, and decrease the number of program steps of the whole system by constituting a specific frame information unit and processing a data group in the frame information according to process information.

CONSTITUTION: The frame information 1 consists roughly of communication information 1-1 required for a network communication of route information, etc., process information 1-2 showing process conditions and process contents of data, and the data group 1-4 to be processed. The frame information 1 which is sent into a network is received by one processor specified with the identification information 1-6 in the frame information and the data group 1-4 in the frame information 1 is processed by the processor according to the process information 1-2. Therefore, complete processes are performed in frame information units, so the multiplication of processes are promoted and the processes are speeded up.
