CONSTITUTION: A scheduler 12, when it receives a plurality of tasks distributes the tasks to each CPU 10 in accordance with a policy that is described in a rule. A CPU 10 that terminates the task distribution describes the task as a frame in a working memory 20. Further, the schecluler 12 allocates tasks to vacant CPUs in accordance with a policy that is described in a rule. The above operations are repeated, and when tasks to be processed are all terminated, the operations done so far are all terminated.
