PROBLEM TO BE SOLVED: To prevent propagation of an undesired correction disable flag by specifying an produced position of a code error in a variable length code.
SOLUTION: An error correction decoding means 12 applies error check and correction in the unit of a symbol word length and provides an output of a correction disable flag when correction is disabled because of a code error in excess of correction capability. A variable length decoding means 13 applies variable length decoding to correction data to obtain decoded data so that a correction disable flag in the unit of a symbol word length specifys a code part expressed by a variable length or a level of a fixed length denoted by the code part in the code part and the level part configured by the variable length code and when a correction disable flag is detected in the code part, the decoding disabled flag is added up to final decoding data of a block after the decoded data and provides an output and when the correction disabled flag is detected by the level part only, the decoding disabled flag is added only to the decoding data and the result is outputted. An error correction means 14 applies error correction to the decoded data to obtain correction data.
