The decorative building material 1 is obtained by forming a convexo-concave surface coating film layer 4 formed by coating a decorative layer 3 laminated with decorative sheet or thermal transfer resin sheet printed with a design on a surface of a base material 2 of a cement plate or gypsum plate with paint obtained by dispersion mixing silicone oil and curing the paint. In this case, the base material is preferably formed of one type or inorganic material selected from a group consisting of cement, asbestos cement, calcium silicate and gypsum. And, the film layer is made of acrylic urethane resin composition dispersion mixed with silicone oil or ultraviolet curable resin composition in a thickness of 10 to 300 μm.
