A decorative sheet 4 obtained by providing a pattern layer 3 on the single surface of a sheetlike base material comprising a paper base material or a plastic sheet through a primer layer 2 is laminated to a substrate 5 and, subsequently, a surface layer 6 is provided on the decorative sheet 4 by using a resin based on a thermally melted fluoroplastic resin and, further, a fine uneven pattern 7 is partially or wholly provided on the surface layer 6. Since the surface layer 6 is provided from a resin based on a fluoroplastic resin, antistaining properties, chemical resistance and non-stickiness are excellent and, by using the plastic sheet or paper in the sheetlike base material, a wide range of design effect can be imparted by applying printing of a design or a pattern to the sheetlike base material.
