When heating and pressurizing the core layer 12 and surface layer 14, a thermoplastic resin film 18 with a glossiness of 20% or less, the reflectance of light, at an incident angle of 60, and becoming low elastic at the heating and pressurization temperature of core layer 12 and surface layer 14, is arranged between the dummy member 16 and surface layer 14.
