A balanced cable 900, wound around the outer periphery of a bobbin of a common mode choke coil constituting the decoupling circuit, has one paired strand electric wire 90a made by pair-stranding two electric wires W1, W2 coated with an insulating material 9a, and one paired strand electric wire 90b made by pair-stranding two electric wires W3, W4 coated with the insulating material 9a. The insulating material 900a is coated concentrically on a single strand of multiple paired stranded electric wire 90, made by pair-stranding two paired of stranded electric wires 90a, 90b.
