A renewable energy cycle is provided for sinking to the seabed using the gravity of the earth while holding liquefied gas of 0.95 or more in specific gravity as operation energy for mining, collecting and lifting mineral resources on the seabed, carrying out excavation and collection at the seabed using compressed air produced by vaporization, pressing the exhaust gas into a balloon to lift minerals by buoyancy, recovering the mineral resources at sea and compressing gas in the balloon for reuse.
