PROBLEM TO BE SOLVED: To make it easier to obtain cooperation of a user by evaluating the degree of disadvantage suffered by the user in the past.SOLUTION: A control system comprises: an environment evaluation unit 1 for calculating a discomfort time ratio of a user within evaluation target time, as the degree of disadvantage; a set value adjustment rule storage unit 2 for storing relation between a control set value for a facility apparatus of the user and the degree of disadvantage in mitigating the control set value to the power suppression side, as a set value adjustment rule; a set value determination unit 3 for referring to the set value adjustment rule in mitigating the control set value to the power suppression side to acquire a control set value corresponding to the degree of disadvantage; a power evaluation unit 4 for acquiring an estimation value of a power suppression amount capable of being implemented when the control set value determined by the set value determination unit 3 is applied to control means for controlling the facility apparatus of the user; and a set value presentation unit 5 for presenting the control set value determined by the set value determination unit 3 and the power suppression amount estimation value acquired from the power evaluation unit 4 to a power demand adjustment company.
