PURPOSE: To securely prevent the exceeding of a contract demand by cutting OFF a substitutable breaker, when a breaker, to which a cut-OFF signal has been given, is not cut OFF.

CONSTITUTION: A controlled system selection part 15 selects a cut-OFF controlled system on the basis of the output of an excess/surplus decision part 13 and a control output part 16 outputs a cut-OFF control signal to said controlled system 3. A non-operation decision part 18 sets an internal timer and judges whether there is any non-operation when the time is up. When it is decided that there is non-operation, a retry decision part 19 counts the number of times of such non-operation and addresses a request to the controlled system selection part 15 for reprocessing. The controlled system selection part 15 judges whether there is any substitutable equipment, and when there is any, selects it as a controlled system.
