PROBLEM TO BE SOLVED: To provide a technique by which sign of derailment can be determined more rapidly.SOLUTION: A pitch angular velocity of a carriage and a roll angular velocity of the carriage, which are detected at a detection portion that is provided in a train and detects a pitch angular velocity and a roll angular velocity of the running train, are memorized by a memory unit. A predictive value of a roll angular velocity after the lapse of predetermined time is calculated based on a history of the roll angular velocities, and when the pitch angular velocity of the carriage detected by the detection portion and the predictive value of the roll angular velocity surpass predetermined threshold values respectively, it is determined that the train has sign of derailment, and the sign of derailment, when determined that the train has the sign of derailment, is notified to the outside.
