To obtain combustible gas, having very small HCl concentration, without employing any desalinating agent or desalinating device by a method wherein the reducing combustion of waste, including chlorine compound, is effected with a specified air ratio so that chlorine constituent in the waste remains in ash and combustible gas, including dust containing the chlorine constituent, is generated.
Fluidizing medium in a fluidized bed 12 is constituted of ash and silica sand and when waste is charged into the fluidized bed 12, air is supplied into an air box 16 with an air ratio within the range of 0.25-0.95 while the temperature of the fluidized bed 12 is controlled so as to be within the range of 500-750°C. Then, alkali metal oxide in ash, such as Na2O, K2O and the like, and alkaline earth metal, such as CaO or the like, and the like are reacted with Cl in the waste and is fixed as chloride whereby HCl in combustion gas is reduced remarkably. The combustion gas passes a free board 20 and is introduced into a cyclone separator 22 to separate dust from the combustion gas. The combustion gas contains CO, H2 and the like and is burnt in a burner 214 as combustible combustion gas while heat is recovered by a boiler 26 or the like.
