PURPOSE: To reduce the rates of chipping and dropping of a phosphor layer and to prevent phosphors from remaining in unexposed portions.
CONSTITUTION: A layer 15 of phosphor slurry composed mainly of a photosensitive binder and a phosphor is formed to coat the inner surface of a panel 1 and then the phosphor slurry layer is developed after exposure to form a phosphor layer 8a having a predetermined pattern, and this method of forming phosphor layers is repeated for phosphors of three colors to form the phosphor screen of a color cathode-ray tube. Prior to formation of the first phosphor slurry layer on the inner surface of the panel, a polymerization setting film 20 comprising hydrophilic resin mixed with a crosslinking agent is formed on the inner surface of the panel.
