The operating member 10 has a locking member 11 that can move between a locking position where the locking member 11 abuts on a part 10d of the operating member 10 when the operating member 10 lies at a turning position for releasing the engagement and locks the turning of the operating member 10 and an unlocking position and that is energized on the unlocking position side by a second energizing means 12.
