In the developer with at least toner particles containing a bonding resin and a colorant, an inorganic fine powder and an electrically conductive fine powder, the average primary particle diameter of the inorganic fine powder is 4-80 nm, the volume average particle diameter of the electrically conductive fine powder is 0.5-10 μm, and when the content of the electrically conductive fine powder to the entire developer is represented by E (mass%) and the volume ratio of electrically conductive fine particles of ≤0.5 μm particle diameter to the entire electrically conductive fine powder is represented by F (vol.%), the inequality E×F<40 is satisfied.
