CONSTITUTION: A developer contains a water soluble organic solvent, an anionic surface active agent, an alkaline agent, and a development restrainer for alkanolamine and halogenated silver photosensitive materials, and pH is set down to a range of 13.5 from 11.5. Here, as for the water soluble organic solvent, for example, it is enumerated as an alcohol based solvent, etc., and as for the anionic surface active agent, for example, soldium salt, etc., of uranyl alcohol surface, in addition, as for the alkaline agent, for example, soldium silicate, etc., as for the alkanolamine, for example, ethanolamine, etc., as for the development restrainer for the halogenated silver photosensitive material, for example, nitrobenzimidazole, etc., respectively. With this constitution, such a developer of the same prescription that is used for both printing photomechanical and positive-negative photosensitive planographic printing processes in common is securable.
